Level 2 Safeguarding 2026 – Statement of Intent

Gold Standard Safeguarding

Level 2 Children and Young People: 2026 Statement of Intent

This course has been meticulously engineered to transcend basic compliance, establishing a neuro-inclusive, culture-first approach to child protection. It is specifically designed to meet the rigorous demands of the 2025/26 Statutory Frameworks and the evolving Ofsted Inspection Handbook.

1. Ofsted 2026: From Compliance to Culture

Under the current inspection framework, safeguarding is evaluated as a standalone “Met/Not Met” judgement. This course prepares staff for the “Golden Thread” of safeguarding by focusing on:

  • Professional Curiosity: Training practitioners to move beyond a “tick-box” mentality to a state of active, inquisitive practice.
  • Lived Experience: Aligning with Ofsted’s focus on “Case Sampling”, ensuring staff can articulate the child’s journey and the impact of intervention.
  • Relational Safety: Utilising the Dynamic Development Plan (DDP) to demonstrate that a safe culture is built on trust and neuro-affirming environments, rather than just physical security.

2. KCSIE 2025/26: Addressing Modern Risks

This curriculum is fully aligned with the most recent updates to Keeping Children Safe in Education (2025/26), with a particular focus on:

  • AI and Digital Safeguarding: Moving beyond basic safety to address Generative AI risks, such as deepfakes and AI-generated imagery, and the impact of algorithm-driven disinformation.
  • Attendance as Safeguarding: Integrating the statutory guidance, “Working together to improve school attendance”, by identifying persistent absence as a key indicator of potential neglect or extra-familial harm.
  • Refining the 4 Cs: Strategic relocation of the 4 Cs of Online Risk (Content, Contact, Conduct, Contract) to ensure staff understand online harm as a contextual safeguarding issue.

3. Working Together to Safeguard Children 2023 (Updated 2025)

The course embeds the Multi-Agency Safeguarding Hub (MASH) logic and the Child-Centred approach by:

  • Threshold Mastery: Training staff to distinguish between Section 17 (Child in Need) and Section 47 (Child Protection).
  • The Professional Disagreement Protocol: Empowering staff to use escalation policies confidently when a referral does not result in adequate protection for the child.

4. The Equality Act 2010: The Inclusion Grade

In line with the Ofsted “Inclusion” Grade, this course addresses the heightened vulnerability of SEND and neurodivergent learners:

  • Anticipatory Duty: Teaching staff to have neuro-inclusive reporting tools, such as visual aids and digital platforms, ready before they are required.
  • Combatting Diagnostic Overshadowing: Training staff to see past a child’s diagnosis, such as Autism or ADHD, to recognise signs of abuse that might otherwise be dismissed as part of their condition.
  • Fawn Trauma Responses: Identifying “excessive compliance” as a potential indicator of grooming in neurodivergent pupils.

Conclusion: The Gold Standard

By integrating the principles of The Dynamic Development Plan (DDP) and the insights from Autism a Superpower, this course ensures that safeguarding is not an administrative burden, but a proactive, therapeutic, and legally defensible shield for every child.
